The Moonriver Council proposes to upgrade the Moonriver's runtime to **version 1502**.
This upgrade will include the Runtime 1500 change proposal along with the below 2 fixes.

- Problem Statement: The issue lies in the need to reimburse PureStake/Moonbeam and Polkahaus for the difference in allocations due to market volatility. The intended audience is the Polkassembly community.
- Significance: The problem is significant as it involves the financial management of two teams that successfully organized and executed Decoded 2022: Buenos Aires and NY Chapters.
- Proposed Solution: The solution proposed is to submit two treasury proposals for vote in a batch call motion, which includes the budget, difference to be covered, and rate used. The original tips have been cancelled.
- Expected Outcomes: The expected outcome is to adequately reimburse the teams for their efforts, ensuring fair financial treatment and fostering continued collaboration for future events.
