Based on Council feedback, we have submitted the former tips for PureStake/Moonbeam and Polkahaus **reimbursing the difference in the allocations based on market volatility as two treasury proposals**: [141](https://polkadot.polkassembly.io/treasury/141) and [142](https://polkadot.polkassembly.io/treasury/142). Both teams volunteered to cover the organisation and execution of Decoded 2022: Buenos Aires and NY Chapters, with great success. 

The two treasury proposals are now up for vote in a `batch` call motion: this motion includes a link to both proposals, along with budget, difference to be covered and rate used. I have also canceled the original tips, as they were submitted by yours truly.
