Encointer requests retroactive funding for its expenses in Jan-Jun 2024

This updated proposal addresses the two primary reasons mentioned for the rejection of Referendum 420 with a very tight 49.5%. 

  • The first concern was the assumption of duplicated spending by different ecosystem participants. The Encointer team attempted to clarify these allegations through comments, but the misunderstanding persisted throughout the decision period. To rectify this, a video together with Will from ParaNodes, the author of the Proposal for Top-Up Funding of Kusama System Parachain Collators (Ref 419), has been produced. This video explains the different proposals and confirms that no duplicated spending occurred.
  • The second concern was the perceived high treasury expenditure, given the current state of the treasury. To address this, the Encointer team is offering to officially waive 50% of the team members' salaries, reducing the total treasury request significantly.

The reduced amount of the proposed spend is CHF 49’350 ≃ 59’809 USD  ≃ 3’036 KSM for 6mt operations

Encointer is a common-good chain on Kusama laying the foundation of a more democratic and more inclusive web3. Its secure and decentralized sybil-resilience protocol enables local communities everywhere to generate their own, autonomous local currency, and use it to stimulate the local economy.

As I mentioned in proposal 420, I consider the ecosystem should stablish some bounty or other body that could follow and review the common good/system chains. And monitor the system actions and expenditures actions. The idea of reducing the cost of salaries in order to be approved is strange to me. I believe that in addition to expenses, it should be reviewed if the milestone and objective for which it was created and granted funds from the community to the system chain is fulfilled.

We are already active in the setup of something like you mentioned. We think it is a great idea and our founder has started a discussion in the forum almost a year ago:

Guys let's be honest, this idea is not working. Stop spending Kusama's resources on this experiment. Find a sponsor/investor or create a business based on it. From 2020 you already got and spend around 2M Euro (in DOT and KSM) to this , amazing!

The costs of this project are too high, and the performance is poor. For example, it only has about 1,480 followers on Twitter, and not many subscribers on YouTube. It’s hard to support.

Social Media followers are not a metric we use to measure success. Reputables per community or the velocity of the local currencies are.

Yesterday, the Encointer Network has onboarded an invulnerable collator run by the Nyota community in Tanzania. We are proud to feature one of the very few nodes on the African continent on Dotsama, run by an Encointer community in order to increase their autonomy by running their own infrastructure and thereby contributing to the decentralization of a system chain.

To prevent potential mismanagement of Youdle DAO treasury funds, we propose temporarily transferring these assets to the Kusama Treasury, which is now the safest option.

Rationale:

The Invarch team, which currently controls the funds, has a history of questionable financial decisions, including the transfer of more than 200K ASTAR from the DAO to a CEX without transparency.

Community members have raised concerns and asked questions about fund management, but the team has not provided clear answers.

To ensure responsible management, these remaining funds (400 KSM) should be safeguarded under Kusama governance.

Next Steps:

The funds will later be returned to Youdle DAO holders through a transparent and verifiable process.

 

We urge the community to support this measure to protect DAO resources.
