This proposal (hopefully the last one for Council) is now up for vote on Kusama:

With the [v9320 runtime upgrade](https://kusama.subsquare.io/democracy/referendum/244), an issue with migration appeared: the migration did not work for preimages submitted before the upgrade as well as for proposals approved by the community and on dispatch queue. This included:  
- [Genshiro's proposal](https://kusama.subsquare.io/democracy/referendum/246) to swap slots, already approved by the community and on dispatch queue.
- [Kintsugi’s proposal](https://kusama.polkassembly.io/referendum/242) to open an HRMP channel with Statemine, already approved by the community and on dispatch queue.

In order to make sure the approval by the community is held as true, we aim to vote again on these two proposals to have then enacted as decided by the community, in time. For this, the proposal is composed by a `batch` call including: a `forceOpenHrmpChannel` (for Kintsugi and Statemine) with a `forceTransfer` call from treasury to pay for the cost of the channel opening, and a `registrarSwap` call (for Genshiro). We aim to vote this ASAP to pass it to vote. Preimage is submitted.

This is a referendum to upgrade the system to the v1.1.3 Fellowship release.

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

Send a batch of dispatch calls.
Unlike `batch`, it allows errors and won't interrupt.

May be called from any origin.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
  exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then call are dispatch without checking origin filter. (This includes
bypassing `frame_system::Config::BaseCallFilter`).
