Motion 523, upgrading Encointer's runtime to v8 has passed the council vote and is currently in the external queue. The team requested for this to be discussed by TC as It is important that the runtime upgrade happens during the registering phase of Encointer's ceremony lifecycle. This TC proposal aims to fast-track the runtime upgrade proposal with the following params:
- voting period: 80,000 blocks
- Enactment period: 300 blocks
