This Proposal aims to provide a solution for cases of scam victims and other illicit activities in the Polkadot community. As a blockchain analytics provider, we understand the urgency for such a solution so, from our side, we are placing the Polkadot protocol on the top of our roadmap of blockchains to onboard in our monitoring and investigations solution. With the funds provided, we’ll not only be able to prioritize the launch in production (December 2021) but the ecosystem will have priority access to start monitoring all addresses under https://polkadot.js.org/phishing/.

Merkle Science has been working closely with Michalis (Web 3 Foundation) and RTTI-5220 (Polkadot Council) for over 2 months in shaping this proposal in the best way possible to meet the current and future needs for continuous monitoring and blockchain investigations by the Anti-Scam Response Team.

- This proposal includes the development of phase 1 (a & b) + the monitoring services subscriptions.

- Problem Statement: The Polkadot ecosystem lacks significant presence in Asia, particularly at major events like Token2049. The intended audience is the Polkadot community and potential investors or users in Asia.
- Significance: Token2049 is a major event with over 3000 attendees, providing a significant opportunity for Polkadot to increase its brand recognition and influence in the Asian market.
- Proposed Solution: Astar Network, along with 20 other projects, proposes to organize a Polkadot event at Token2049, inviting both Polkadot and non-Polkadot ecosystem members. The event aims to strengthen the Polkadot brand and demonstrate the unity of its ecosystem.
- Expected Outcomes: The event aims to achieve over 300 registrations and 200 attendees, thereby increasing Polkadot's visibility and influence in Asia. The requested funding for this proposal is $25k or 3360 DOT.
