Dear Council,

I am absolutely pleased to present to you an amazing [open sourced](https://github.com/helikon-labs/chainviz) visualization tool by Helikon.  At present the visualization shows block production by the respective validator.  Stats are available for each validator by name search or by clicking the respective node on the visual.

I've engaged Kutsal (of Helikon) with respect to implementing more visual cues that could alert validators or nominators as to bad behavior e.g. not earning any era points when actively Paravalidating or not sending action leading up to an offline event.  The possibilities are quite extensive and I'm happy to have it as an addition to the ecosystem.

Kutsal has indicated that he will place the recipient address to the Readme file of git repo as confirmation of ownership.
