Dear Council,

I am proud to present to you, a tip request for Paulo aka Turboflakes for an extremely well packaged open-source tool for use by the community entitled Scouty. Scouty is built using Rust and enables users to execute scripts based on on-chain events. It can also send contextual info to matrix channels which adds a level of convenience for users on the go.

Possible use cases as presented are:

1. To get notified about on-chain events triggered by certain operations linked to Session, Staking, ImOnline and Democracy pallets.

2. To monitor, intercept and extend functionality as soon as on-chain events are emitted.

3. To get access to on-chain data and customize messages written by you delivered to a matrix private room.

4. To warm up or cool down your validator node resources by knowing when it goes active or inactive within one session.

5. To monitor 1KV nominations and trigger special kudos when your validator becomes independent :)

6. To keep up with Referenda and vote from your favourite site - Polkadot.js, Polkassembly, Commonwealth - through a direct link.

7. To trigger node backups every other era and publish them online.

8. To write your own bash scripts and hook them up to any on-chain event supported by scouty.

I am genuinely very pleased with Turbo's work, he continues to present products with excellent documentation, branding and of course valid use-cases. I do hope the council would be generous in their tipping and share my views of how awesome this product is.
