This proposal takes its cue from the proposal on polkadot and is adapted to the times of kusama.

To gradually increase the number of slots for validators, I propose scheduling the increase over time.

The scheduled event mechanism aims to increase the number of validator slots steadily upon certain conditions:

An increase by 1 every era (6hs)
A repetition of the increase for 400 eras.

The proposal aims to avoid an abrupt increase in the number of validators on the network reaching the threshold of 1000 validators.
