Note that you are trying to set the new runtime to some ASCII text. If this passes, the Polkadot chain would brick.

You can try setting this up as a system.remark call, but there is no real way for the relay chain to execute this since the concept of "TGE" is not built-in, and different parachains could implement it differently or even run without a token.
