The proposal fast-tracks motion 345 to pass to referenda queue to be voted by the community, following these params:
voting_period: 1800 blocksdelay: 600 blocks
This way parachain teams can recover their reserved KSM tokens, re-reserve a paraID and re-register a new WASM to participate in the upcoming auctions.
