**Motion 299** upgrading Kusama Runtime to v9030 is up for vote. Release notes, runtime changes and hash can be found [HERE](https://github.com/paritytech/polkadot/releases/tag/v0.9.3). The runtime upgrade adds the correct indirection to reward points for backing and increases heap size for network elections, among other things.

All council members please vote at your earliest convenience!
