Acala Foundation have registered para id 2233 and won a parachain slot auction by bidding with the intention to use the new lease to renew Karura para lease.

However, due to incorrect understanding of the lease swap process, a bad wasm was submitted for para 2233 as it is never intended to run this parachain. However, despite that the auction was won by direct bidding, the parachain is nevertheless locked and therefore para manager is not able to call swap on the parachain. As a result, para 2233 cannot be used.

Mangata team also having a [similar situation](https://kusama.polkassembly.io/referendum/263) that the para wasm for their new para id is not valid and unable to perform lease swap as well.

This proposal aims to perform lease swap between 2000 (Karura) and 2233 (parachain bid by Acala Foundation), and another lease swap between 2110 (Mangata operational parachain) and 2256 (Mangata crowdloan parachain).

In order to prevent similar situation to happen in future, I created [this issue](https://github.com/paritytech/polkadot/issues/6685) and will try to design a better lease renew process for parachains.
