Hello everyone!

Bounty 12 has evolved over the past few years into an impressive content generation machine that supports early-stage creators on their journey to becoming confident and independent stewards of the story of Polkadot and Kusama by incentivizing them with KSM rewards and sub-bounties. Now we're taking the next step forward. In an effort to decentralize even more, Directors of specific units will now completely and independently head their units while utilizing WagMedia's tools to further the growth of the creators incubating under their tutelage.

This proposal aims to continue the funding of the Paraverse Content Creators (previously General Unit in WagMedia) which supports creators who report on and create original content to help promote Polkadot and Kusama, especially content focused on parachains, the relay chains that secure them, governance, and general principles collectively held by the community. For greater than a year, creators within this group have generated content on the relay chains and nearly every parachain in the ecosystem. This content has been produced in many different formats including interviews with founders, long-form articles, Twitter threads, YouTube and TikTok videos, and more.

Propose and approve a spend of treasury funds.

- `origin`: Must be `SpendOrigin` with the `Success` value being at least `amount`.
- `amount`: The amount to be transferred from the treasury to the `beneficiary`.
- `beneficiary`: The destination account for the transfer.

NOTE: For record-keeping purposes, the proposer is deemed to be equivalent to the
beneficiary.

- Bounty 12 helps creators make content about Polkadot and Kusama.
- Directors will now lead their units independently.
- The proposal wants to continue funding content creators.
- Creators make content in different formats like articles, videos, and interviews.
- The tools to evaluate and reward content have improved.
