#61 Kusama Treasury - Polkascan Foundation (Social) Contract
I wanted to share Emiel’s proposal here, so that it doesn’t get lost on riot: https://hackmd.io/j5vYgmj7R6iShim2tp21Ww

I definitely support your proposal for the Polkascan Foundation Contract, since the Polkascan brings great benefits to the community and is a very important and necessary tool for the ecosystem, benefiting in the past, present, and, I think, future. You are clearly committed to the ecosystem/community, having been here for a long time (more than me actually).

I am sure you should vote for your proposal. I will explain why. If we create such an oral rule, then the person who wants to violate this rule, be on the council and promote the proposal, which will be aimed at financing the company associated with him, will easily do this through the nominees/companies, and council cannot resist this in any way, since it takes a lot of time to search for such connections, if they are well hidden. Thus, forbidding you, who is transparent, to vote, we severely punish those who act well and transparently, and do not severely punish those who act maliciously (I would draw a matrix from game theory, but riot is not very convenient for that). Such a matrix looks much worse for me than matrix, when we do not forbid anyone to vote to his own proposal.

I am sure that there is no need for a lock, since you have already benefited the community and continue to bring it, and show that you have been here for more than a day for a long time. I believe that the token lock is necessary for projects that may be useful in the future, but a) do not bring any benefits at the moment, b) we are not sure that this will work; c) not sure that people / company really connect themselves for a long time with the ecosystem. In your case, I would remove the lock from your KSM, and leave it for your decision without any obligations (if you think it is better for the ecosystem to keep tokens locked, then nothing prevents you from holding them for 12 months without direct obligations or lock in the contract, but you will have the opportunity to be flexible in all sorts of circumstances).

I have a clear feeling that supporting such global projects as yours will be difficult in the initial stages for the Kusama treasury (but we can see how the treasury will be filled after the fix), and this must either be divided between projects, or use w3f grants. But in your proposal it is written that you found this path the most acceptable from the legal side. The legal side is always very difficult and incomprehensible, so I trust here your research. And even if it is difficult, it’s worth it for the ecosystem.
