Dear Council,

Presently there are eight collators on Statemine, four of them are operated by Parity as invulnerables and the other four are operated by public entities. This proposal seeks to reduce the allocation of invulnerables to two and increase the number of publicly occupied slots to eight. For reference and later comparison, Statemint posses two invulnerable collators and six from the public.

The rationale is two fold, in the spirit of decentralization I am suggesting we reduce reliance on Parity (invulnerables) and shift to the public. Secondly, as a matter of fulfilling the purpose of a canary; we should try to mimic or preferably advance beyond the allocations of Statemint.

The XCM message comprises of two encoded calls:

Set Candidates to 8 - 0x150108000000

and
