The proposal aims to close [bounty no. 4: Council Alert App](https://kusama.polkassembly.io/bounty/4), as the curator wont be available any longer to lead this project. I have decided to propose a `closeBounty`call motion as there are other projects at the moment executing similar applications and funded by the treasury. Please vote at your convenience!

the curator deposit will be unreserved if possible.
