I've award the bounty to Shamb0 (FqyN194QzfEhtBz8Ne115jiFFjSvTEMDL8VEfhCbGzCSdKy).

This is the PR: https://github.com/paritytech/substrate/pull/7965

The implementation is completed and code quality meets the standard of Substrate. Unit tests and benchmarking tests are implemented. Migrations are also implemented to migrate on chain storage format.

The work have been reviewed by myself & few Parity devs and it have been audited by external parity. All the issues found during review & audit have been addressed. All the remaining part is running benchmarks and update weights, which can only been done by Parity dev and currently Kian is helping on that.

In summary, the work meets the requirements and the quality is high.

The sub-bounty extension bounty reward is now claimed by the implementer. The final deliverables for the extension can be found here:

The audit is now completed and the extension is ready to be deployed, hopefully in the next runtime upgrade.
