#29 Add Liam Aharon To Fellowship

The proposal aims to Whitelist the call that will upgrade Statemine and Bridge Hub to v9382 and Kusama Relay Chain to 9381 via force_batch, meaning that even if one of the calls fails, it will still execute the later ones. In parallel, a public referendum on Whitelisted Caller has been initiated.
