Open HRMP channel between Statemine and Kintsugi

Summary

This proposal aims to whitelist the referendum opening an HRMP channel between Kintsugi and Statemine. On the last attempt (ref 250) the team did not revoke their channel request in time, due to their parachain issues, and the proposal failed to enact. This proposal aims to open this channel to open a channel from 2092 to 1000.
