This referendum seeks to clean up the root track by cancelling ref # 48 and 59. 

Ref #48 is a bad call that will fail. The bittensor team already deregistered paraid 2242 and as a result even if the proposal passes, it will fail. 
Ref #59 was submitted accidentally on the wrong track by Polkadot Insider. This ref has been resubmitted as Ref #60 on the medium spender track.

I discussed these on [AAG  #119](https://www.youtube.com/watch?v=CK0co2NNjs0). The purpose of these bounties is to form proto-collectives around ideas in principle. By creating these bounties and segregating this funding it does the following:

1) Shows that the community supports an idea in principle which should incentivize people to work toward that idea.
2) Allows us to have discussions on structure and mechanisms at a later date
3) It reduces the burn on the treasury (We have burned $1.5M on kusama in the last year alone). By putting 50% of the treasury into bounties based on ideas in principle, we reduce the burn rate by 50%. 

Stake Plus will not be involved in any of these proto-collectives as either curator or as a member. These are ideas that I've (Tom) had rolling around in my brain and thought I would shoot them out. I look forward to seeing ideas presented by other agents.

If there is a person or team interested in leading this collective, they should put together a proper proposal and apply with that idea along with a full set of curators using the bounty.proposeCurator() extrinsic. If no one steps forward, at minimum we're reducing the burn and these funds can be reaped back to treasury in the future.

Assign Administrative Curators to Infrastructure Builder Program (Bounty #19)

**Proposal Summary**

On behalf of the community and ecosystem, we propose the creation of the **Infrastructure Builders Program** that will work to create a decentralized network of infrastructure services providers working as an autonomous organization to provide mission critical services. With recent issues in the crypto space regarding centralization around single providers for core network services; it is critical that the ecosystem work to decentralize all aspects of operations. By putting too much trust in any one entity we put the entire network at risk. We believe this program will work toward the goal of creating a more trustless environment with better collective oversight of network infrastructure and a high quality of service. 

**Service Details**

Existing members of the 1000 validators program will be able to apply to this program after having achieved the necessary rankings set forth in the proposal. Accepted applicants will deploy owned server hardware in enterprise datacenter environments to provide necessary bootnodes, rpc services, snapshots, and other critical infrastructure services. These services are expected to be 100% powered by renewable energy or 100% offset by other carbon reduction strategies. Members will be paid in an Infrastructure-as-a-Service format for the various nodes they run and operate decentralized health checks for all other members as well as other aspects of network infrastructure. 

We have already begun deploying and have a limited proof of concept as outlined in Program Milestone 1.  Stake Plus has teamed with 3 other 1000 validators program members located in the US, Turkey, Czech Republic, and Portugal. We are currently providing support for Westend, Kusama and Polkadot and are currently working to bring up services for Westmint, Statemine, Statemint, Encointer and Collectives. Existing services are deployed at the following locations:
