Dear community,

I submit this proposal on behalf of myself and other participating members of the 1KV.  The proposal attempts to cancel eighteen (18) other proposals numbered seventy four (74) to ninety one (91) inclusive submitted by Paco reasoning given [here](https://twitter.com/paco_dot/status/1544223998636064769?s=20&t=ogqSdkYpxLZXQs-E8tCqhg).

It is in our opinion that the proposals serves no purpose above proposal seventy-one (71) and occupies the public proposal queue with high conviction (0.5 KSM per).   This increases the barrier to entry for other referenda and puts existing technical proposals seventy-two (72) and seventy-three (73) at lower priority.

Send a batch of dispatch calls.
Unlike `batch`, it allows errors and won't interrupt.

May be called from any origin.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
  exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then call are dispatch without checking origin filter. (This includes
bypassing `frame_system::Config::BaseCallFilter`).
