This proposal for Pichiu(Kylin canary) genesis state&wasm reset on Kusama. 

We would like to launch on Kusama before 05/19/2022 but cannot for the following reasons:

- Incorrect root key for sudo.
- Incorrect endowed accounts.
- During the runtime upgrade from 0.9.12 to 0.9.18, we lost the ability to do so. The genesis state hash did not match.
- We would like to adjust the total supply amount from 50M to 100M.

This issue is clearly an oversight from the pichiu team. What we learned is that we need to make the launch checklist much clear and generate accounts on a production special machine. 
Please endorse us to help us speed up parachain on board. We will do better in future development.

PS: This batchCall replaces the #67 #68 proposals, so those can be ignored!

Send a batch of dispatch calls and atomically execute them.
The whole transaction will rollback and fail if any of the calls failed.

If origin is root then call are dispatch without checking origin filter. (This includes
bypassing `frame_system::Config::BaseCallFilter`).
