I want to bring to light the recent election of Zug Capital into the Council. Their lack of public engagement and their spirit of centralization is very concerning to me and to many people I've encountered in the ecosystem. I want to give token holders the opportunity to reconsider this election.

Zug should have publicly announced their bid for Council and provided the public with at least an informal publication outlining their platform.

Whether this proposal succeeds or fails, it will send a message to Zug that token holders demand *more public engagement* from a Councilmember.

Remove a particular member from the set. This is effective immediately and the bond of
the outgoing member is slashed.

If a runner-up is available, then the best runner-up will be removed and replaces the
outgoing member. Otherwise, a new phragmen election is started.

The dispatch origin of this call must be root.

Note that this does not affect the designated block number of the next election.
