In this proposal I seek to modify the chain's staking configurations such that the minimum commission is changed from 0% to 3%.  All other parameters that are associated with the configuration remains the same as prior.  

For transparency the previous values are:

- Minimum Nominator Bond : 0.1 KSM
- Minimum Validator Bond: 0 KSM
- Max Nominator Count : 20,000
- Max Validator Count : 4,000
- Chill Threshold: null
- Minimum Commission: 0

The value of 3% was determined after several [days of discussion](https://kusama.polkassembly.io/post/1306) and reflects a conservative position which is further held by low rates of exchange.  We trust that the foregoing would benefit the chain by improving the sustainable operations of validators who have qualified into the active set.

Update the various staking configurations .

* `min_nominator_bond`: The minimum active bond needed to be a nominator.
* `min_validator_bond`: The minimum active bond needed to be a validator.
* `max_nominator_count`: The max number of users who can be a nominator at once. When
  set to `None`, no limit is enforced.
* `max_validator_count`: The max number of users who can be a validator at once. When
  set to `None`, no limit is enforced.
* `chill_threshold`: The ratio of `max_nominator_count` or `max_validator_count` which
  should be filled in order for the `chill_other` transaction to work.
* `min_commission`: The minimum amount of commission that each validators must maintain.
  This is checked only upon calling `validate`. Existing validators are not affected.

Origin must be Root to call this function.

NOTE: Existing nominators and validators will not be affected by this update.
to kick people under the new limits, `chill_other` should be called.

- The proposal wants to change the minimum commission from 0% to 3% in the staking configurations.
- All other parameters will stay the same.
- The previous minimum commission was 0%.
- The value of 3% was decided after discussing for several days.
- This change will help the validators who are active in the chain.
