Upgrade Kusama System to the v2.0.4 release

This is a major runtime upgrade that contains the full release of Revive, a smart contract platform that can execute PVM and EVM contracts which are fully interoperable. Solidity contracts can be deployed unchanged, and developers can keep using familiar Ethereum tooling, such as Foundry and Hardhat.

🚧 Important note for Ecosystem builders: 🚧

This release introduces Elastic Scaling on Kusama Hub to allow higher throughput and prepare the chain for shorter block times. The switch from a 6-second to a 2-second block time will be enabled shortly after enactment.
