The Wish For Change track requires 60% quorum according to our voting policy v0.2, and any referendum in which the majority of members vote abstain receives an abstain vote. We were not aware of it. This seems to just be a default that wasn't turned off. We are removing it now.

I agree that an on-chain Referendum for something like this is overkill (although obviously allowed!). If someone sees something like this, the easiest thing to do is just to let us know.
