More tools for DAOs in AssetHub
Counter proposal to WFC#535. This proposal focuses only on the technical parts of the previous WFC without dictating anything about how W3F or DVs should operate. I'm grateful with Rich's enthusiasm bringing up my comment in the forum to governance but I think the enforcement of a particular technology on the program is a longer discussion with the foundation and future DVs, not something that can be enforced via WFC.
To give ecosystem DAOs more on-chain tools, i.e. DAOs can register permissionlessly and have their own OpenGov, I propose to add the following pallets to AH:
- Dedicated instance of PolkadotSDK/referenda for DAO governance
- Dedicated instance of PolkadotSDK/nfts for DAO memberships
- frame-contrib/communities for DAO management
- frame-contrib/referenda-tracks for governance track configuration
The previous set up has been tested successfully on Kreivo. Including said tools it in the Hub can give ecosystem communities powerful capabilities thanks to the future smart contracts integrations that will be made available on AH.

With the growing number of DAOs emerging under the influence of the DV program, developing native DAO modules on AssetHub has become increasingly necessary.
Compared to WFC#535, which attempted to interfere with how W3F and DVs operate, this proposal clearly focuses solely on integrating technical modules, avoiding contentious governance ownership debates — making it easier to reach consensus.
By providing native tooling such as Referenda (voting), NFTs (membership), and Communities (organizational structure), this proposal significantly lowers the barrier for DAOs to implement on-chain governance and identity management on AssetHub. This is especially beneficial for community-driven and smaller DAOs, such as Truth DAO.
Additionally, with the upcoming support for smart contracts, this lays the groundwork for fully on-chain DAO operations in the future — including fund custody, rules enforcement, and access control — offering long-term strategic value for the DAO tooling stack.

The Wish For Change track requires 60% quorum according to our voting policy v0.2, and any referendum in which the majority of members vote abstain receives an abstain vote. Many members sought clearer explanations and more detailed frameworks, emphasizing the need for further discussion before proceeding. Some voters felt that off-chain tools should be prioritized over complex on-chain solutions, while others questioned the appropriateness of using on-chain referenda for such discussions. However, one voter supported the proposal, viewing it as a reasonable step towards enhancing on-chain governance and identity management for decentralized autonomous organizations (DAOs).
