This proposal completes phase 3 of the [People Chain launch](https://forum.polkadot.network/t/people-chain-launch-and-identity-migration-plan/5930). Once this enacts, people will again be able to call into Identity-related logic.

Should only be enacted after all deposits have been migrated from the Relay Chain.
