This is a call to register the Coretime parachain. Once registered, the rest of the Kusama system can upgrade to v1.2.0, migrating all leases to Coretime. A separate referendum will start the sale of Coretime via the Coretime chain.

This is based off of the Coretime runtime in the [Fellowship v1.2.0 release](https://github.com/polkadot-fellows/runtimes/releases/tag/v1.2.0).
