This is a referendum to upgrade the system to the [v1.1.3 Fellowship release](https://github.com/polkadot-fellows/runtimes/releases/tag/v1.1.3).

It includes chapters on Substrate fundamentals, building dApps with smart contracts, custom blockchain development, cross-blockchain communication, parachains, and innovative concepts.
