This sets BEEFY genesis to the next block after it executes, thus enabling BEEFY consensus on Kusama.
BEEFY consensus will then be used in the Kusama<>Ethereum Snowfork bridge.

Given the currently finality / para-validating issues on Kusama, is it worth delaying this change until that's understood / resolved?
