This proposal aims upgrade Kusama to [v9350](https://github.com/paritytech/polkadot/releases/tag/v0.9.35), aiming to fix the last action point in the plan to relieve validators from the slash events on 09.12.2022 - previous proposal and actions can be found [here](https://kusama.polkassembly.io/referenda/16).
