IMPORTANT: This proposal was not correctly set up for whitelist and will not successfully pass.

This referendum removes pool limits on Kusama, completing the rollout process and allowing nomination pools to grow without bounds.

• maxPools from 256 -> None (currently at 141 pools)
• maxPoolMembers from 65,536 -> None (currently at 915 members)
• maxPoolMembersPerPool from 1,024 -> None
