These calls are missing the setDesiredCandidates call, so Bridge hub will have no non-invulnerable and Statemine will have 12 on top of the 8 invulnerables. Is this intentional? Is there a postmortem on what went wrong with 214?

Edit: I see now that the calls are separate rather than batched

It's quite simple: You can't use batch calls within a Transact instruction. I'm rather embarrassed about it, because I've explained to people before that batch calls are unnecessary since you can just transact multiple times within an XCM program, and then I went and made this mistake myself.
