Propose and approve a spend of treasury funds.

- `origin`: Must be `SpendOrigin` with the `Success` value being at least `amount`.
- `amount`: The amount to be transferred from the treasury to the `beneficiary`.
- `beneficiary`: The destination account for the transfer.

NOTE: For record-keeping purposes, the proposer is deemed to be equivalent to the
beneficiary.

2. cumulus#2294 has requested a medium level stake of 5 KSM.
3. Structure of the Referendum will open in a few days.
4. Voting will happen on the Polkassembly platform.
5. Tokens will be governed by the Staking & Governance contracts.
6. Funds received will be used to pay for development, operations, marketing, and community initiatives.
