Propose and approve a spend of treasury funds.

- `origin`: Must be `SpendOrigin` with the `Success` value being at least `amount`.
- `amount`: The amount to be transferred from the treasury to the `beneficiary`.
- `beneficiary`: The destination account for the transfer.

NOTE: For record-keeping purposes, the proposer is deemed to be equivalent to the
beneficiary.


1. ReferendumV2 is a proposal that will refresh the Polkadot and Substrate community’s understanding of how referenda should be conducted and how communities should communicate. 
2. It eliminates the existing 24-hours non-binding referenda and replaces it with a new process, which allows for multiple rounds of discussion, a dynamically adjustable voting period and tighter vote-override rules. 
3. The proposed process uses increased community participation, improved communication, and measurable criteria to better inform the outcome of referenda. 
4. The ReferendumV2 proposal has been tested on several testnets and the feedback from the community has been very positive and encouraging.
