Opening up HRMP Channel between GM & MangataX Parachains
Hello,
I've created the following referendum to open up HRMP channels between the GM parachain which is supposed to be a community project created for fun to send and receive GMs and GNs
and MangataX which is a DEX so that community members have the freedom to add liquidity for the FREN coin which is currently not listed anywhere.
This will allow anyone who wants to obtain FREN to do so anytime they chose.
The following calls will be made:
- A forcetransfer of 10 KSM from the Treasury to Statemine account (It automatically swaps the MangataX address to the Statemine address on Kusama)
- A forceopenhrmpchannel from MangataX (2,110) to GM [2,123].
- A forceopenhrmpchannel from GM [2,123] to MangataX (2,110).
This is also a fun experiment because I've never actually created this kind of request before so I thought I'd give it a try.
Now the challenge is who will be happy to block 333.33 KSM as a decision deposit for this for the next 14 days ;-)

It seems there was a mistake in the destination transfer address and it should have sent the 10 KSM to the MangataX address for the channel to open. Please vote Nay or simply don't add the decision deposit so this can fail.
An extra note - I am not sure if treasury should be paying to open channels between 2 parachains. Also, we use governance for system chain channels not because of the deposit, but because system chains don't have a different governance to open channels with. if I understand correctly, GM and Mangata have their own governance, there's no reason to use Kusama's. Does the community think this deposit should be covered by the treasury or by the parachains? Interested to hear opinions.
