Due to a bug related to unrequesting preimages, an old (and quite large) preimage is stuck in a Requested state. This referendum removes the request so that it can be removed from the chain.

The interpretation of the preimage has also changed since a runtime upgrade changed pallet indices, meaning an original set_code preimage has become kill_storage.
