Hi everyone!

After having had very constructive discussions with fellow community members both on Polkassembly and privately, and after the go-ahead from the Parity team, we are submitting our proposal on-chain.

With this proposal, we are seeking funding for setting the stage for the Italian Polkadot Ecosystem Hub.

The tasks included in this proposal are the followings:

  1. Creation of Italian content - The purpose of this is to spread the word and knowledge of the ecosystem within the Italian community and reach those people that would be interested in Polkadot, but prefer to approach the subject in their native tongue. This is in line with other recent proposals that have already been passed for other localisation projects. More details about this can be found in the Content Production section.

  2. Implementation of a decentralised blogging platform in Polkadot - In the spirit of Web3, the reference point of the Italian Hub will be powered by Subsocial Network and open source. We think, this part is valuable to the entire ecosystem, not just the Italian-speakers. This means keeping ownership of your own data and content while storing them on the blockchain with no censorship (instead of using tools like WordPress or online platforms like Medium). For more details, see the Development section in our proposal.

  3. Community engagement activities and events - We will increase our presence among the most important Italian ambassadors, communities, and crypto influencers via Social Media and by organizing live shows for the Italian community. We will participate in future events in Italy and abroad. For more details, refer to Above and Beyond and Marketing and Social Media sections.

  4. Creation of tools for reporting and analytics - We believe in transparency, so we will provide open reports and charts where anyone will be able to monitor the status of our activities. Further details in Reporting and Analytics section.

All these activities and deliverables have been detailed in our costs and based on current market prices and in line with similar (and already approved) proposals. Please, check our Budget Breakdown.

Our Mission is simple and defined by the following points:

  1. Substantially increase the availability and quality of content in Italian, thus creating a foundation of must-have materials where users can learn and interact with the community and the network in their native language.

  2. Establish a trustworthy source of information about the Polkadot Ecosystem to increment the number of Italian network participants.

  3. Become the point of reference for the Italian community by sharing both translated and original content on our decentralised blogging platform, while bringing together as much as possible the disjointed Italian communities and ambassadors of the various Polkadot projects.

  4. Empowering the Italian community to be part of the first Italian Polkadot Ecosystem Hub by allowing anyone to bring their own contributions to the Italian community.

About Polkadot Arena

Polkadot Arena is an Italian-language project which has been launched by a few members of the Italian language unit of WagMedia who decided to join forces under the name Polkadot Arena. “Arena” has been chosen because it is a place of activity and entertainment where people gather to share their passions and knowledge, to have discussions and have a good time.
The team has now been expanded and includes members with a variety of roles within the Polkadot ecosystem and its projects - such as the Italian Head Ambassador, ambassadors, developers, infrastructure providers. At the core, we are technology enthusiasts who want to be part of this exciting ecosystem.

Hey Team,

What are your the main metrics you intend to track to make sure you are achieving your goal?

I realise this proposal is already on chain but maybe this is useful for future iterations of your proposal should you need/want to do it.

I am a strong advocate of milestone based payments based on ROI to the network (using metrics defined by you).

In my opinion we have seen too many treasury rugs to warrant any upfront payments especially of this scale. There is talk of using a bounty based payout system for example and I hope we can experiment with this soon. A solution that would protect the treasury from getting rugged while also ensuring that funds are available for proposers as they hit their milestones. If you are interested in this discussion it would be amazing to get your input in the direction channel on the Kusama discord.

I will be voting against this version as mentioned above I don't think upfront payments (especially of these amounts) are in the networks best interest.

First of all, thanks for taking the time to vote and comment on our proposal.

We are aware of your contributions and involvement in this topic, we are also aware of your attention to the dollar value and whether proposals should return funds to the treasury.

Your opinions and suggestions are very valuable and they would have been very appreciated if done during the 13 days of discussion on Polkassembly and the Direction Channel. We now have to face a ‘nay’ vote from a respected community member such as yourself, maybe many others, without having been approached before our on-chain submission. We are also possibly being linked to people, in no way connected to us, that have used the treasury for their own personal gain, not caring about the community. To be honest, this does not look fair.

This being said, the least we can do now is to address some of your concerns, in the hope that they will clarify similar doubts other participants may have.

First, our proposal is for the foundation for the Italian Polkadot Hub. It contains software developments and other activities which cannot be included in a bounty because they are to be carried out by team members.

Connected to that, we need a consolidation phase in terms of content (there is a lack of Italian content) and a solid distribution channel before thinking about a bounty. We want to engage more Italian speakers and increment the knowledge and awareness of the Polkadot ecosystem within the Italian community. A bounty at this point wouldn’t be productive, as it would inefficiently distribute the content across many private profiles and channels that don’t have enough traction to be impactful. A proposal also ensures a certain margin of flexibility, so we'll be able to adjust the processes while building, if the Italian community responds differently from how we are foreseeing. We already have plans to open to other people through bounties (or join one fairly supported by the community) as soon as our structure is sufficiently tested.

Moreover, just before our submission, we got to know that our proposal has been mentioned and praised by the people who are working on a new bounty system for the production of content. For example, it was said that “They have done [the Italian team] a lot of good work there [in their proposal]” and some of our ideas and structures were taken and merged to have “A bounty program that everyone is happy with”. We think this is proof that our approach is trustworthy and futureproof (to establish future bounties as we already said).

In summary:

  1. We spent a lot of time thinking about the details of our proposal, in particular so that we could set up bounties for future phases of the project.
  2. We have worked closely with Parity during various draft iterations and before submitting our proposal.
  3. In our team we have the Italian Head Ambassador and one of the Curators of the Anti-Scam initiative, which is a sign of professionalism and transparency.

Last, our blog is going to be built using Subsocial Network and all content will be stored on it. Furthermore, the blog will be open sourced, so that every project or network participant will be able to create their own decentralised blog. We believe that this will bring value to the network, something that goes beyond content production.

As for your other concerns: we have provided a very detailed budget breakdown, the amount of content we are planning to deliver, a list of implementations needed, and transparently shared some of the current metrics. These are not divided in milestones, but we will create open reports so that anyone could monitor the status of each activity and reach out in case of any doubts. If you think any other metrics need to be included, please feel free to reach out to us and we will be happy to work with you.

We hope we could give you and all other readers/voters a better understanding of our proposal and its background. We are always open to any constructive idea or suggestion from you or anybody else.

I believe the project's structure is pretty legit and the individuals involved come from diverse areas of the ecosystem and have fair reputations. I also find it very impressive that Marco reached out to me just minutes after I voted on this referendum to thank me for my support. That level of awareness and response speed is a direct testament to this project's dedication and determination.

As far as the deliverables, I'm not really sure what everyone is confused about. Topics are broadly defined in the budget so that the project can report their activities after they've delivered them. Also, their incentive tiers are fair and clearly defined. Yes, the Treasury is paying for these things upfront but for a funding amount of less than 2% of the Treasury, I think it's reasonable to give the team the benefit of the doubt.

Nonetheless, the team should understand the immense challenge of managing this amount of money; there will be heavy scrutiny after 6 months. Please expect to prepare financial reports for the ecosystem at least once per month on this project.

Finally, is anyone looking at the discussion that took place before the on chain submission? There's a lot of gratitude for having this for Italian speakers and it's really not inclusive or fair to force people on the fringes of Kusama to learn English.

Hi, I missed this proposal during the discussion phase as I've been too busy, but had a look through it now (I still need to read more before I vote, because there's a lot of info, but so far I'd like to give you the following feedback

What I like:

  • Great structure of what you plan to do with team information and costs

What I don't like:

  • Too much emphasis on translations and no video content plan included in this to explain to the Italian audience about the available wallets, dApps and explainer videos of parachains available in the ecosystem which could not only help those that are finding it challenging to navigate through the ecosystem but also the new people who could eventually find that content.

I saw you mentioned this: "Video Subtitles of the main video on the Polkadot Ecosystem (priority will be given to the official Polkadot channels)"

but I don't think it's enough from my experience.

What I'd like to see:

  • I think you could perfectly fit video content in that same budget. We may not need as much translation as we would video content which is easier to digest and less time consuming for most people (I may be biased but just speaking from what I've seen over the years).

  • I would also think about creating a community on Telegram or Discord and advertise that community to people reading your translated articles / or videos if you were to do them. It could act as a go to place for all Italians wanting to learn about Polkadot's ecosystem and wanting to receive guidance directly because we all know it's not always possible to achieve something just by reading a tutorial or watching a video, there are always edge cases and a community would help.

Please find our clarifications below:

The emphasis on translations is due to the fact we want to translate the whole Polkadot Wiki and make it available via Docusaurus on our blog (and on the official website when the merge will be possible). We are talking about more than 150,000 words only for this activity.

About video content, one member has experience in this area, but he prefers to focus on development. A few other team members are now experimenting with short screen-recording videos. We believe we will realise some shorts during this first phase, but we did not want to over-commit. We thought it fair to promise only things that we are 100% positive we can deliver with maximum professionality.

At the same time, we recognise the importance of video content and did not want to skip them completely, so we thought about subtitling as a good initial middle-ground.

For the reason above, we did not set a rate nor a budget for this type of activity in our proposal, but video content is a real added value to our list of content. We will be happy to redirect some of the budget to it. Furthermore, we are also looking to the future, when it will make sense to propose bounties, and video content will definitely be included in those.

Definitely a great suggestion. A private Telegram channel already exists. It is currently reserved for the people who want to create content. It will slowly open to the community for the very reasons you mentioned. Initially, we are going to take advantage of existing communities so that we can reach people faster. For example, we have a close relationship with the creator of the Telegram channel “Polkadot Network Italia” which has around 2000 members.

Thanks for your response, I appreciate you taking the time to do it, but in this case, I believe you should definitely take the Bounty route that Tom from Stake Plus raised as an initiative and it's progressing right now.

What's the point of taking a separate route for something he wants to build which can work really well and can provide transparency for the wider audience? All the translated articles are recommended by professional curators to ensure only what's needed gets translated.

Sorry, but I'll have to vote Nay because I would like to see this under that Bounty.

Progress is being made around the idea of payout bounties. Posting a link to the discussion here for anyone interested.

The use of a payout bounty would largely reduce risks for token holders in approving proposals and thus ensure more confidence from voters.

To prevent potential mismanagement of Youdle DAO treasury funds, we propose temporarily transferring these assets to the Kusama Treasury, which is now the safest option.

Rationale:

The Invarch team, which currently controls the funds, has a history of questionable financial decisions, including the transfer of more than 200K ASTAR from the DAO to a CEX without transparency.

Community members have raised concerns and asked questions about fund management, but the team has not provided clear answers.

To ensure responsible management, these remaining funds (400 KSM) should be safeguarded under Kusama governance.

Next Steps:

The funds will later be returned to Youdle DAO holders through a transparent and verifiable process.

 

We urge the community to support this measure to protect DAO resources.
