Kusama & Polkadot Prodigy Hackathon 2023

The proposed funding is aimed at supporting the 2023 Polkadot Prodigy Hackathon, which is the first in a planned series of events focused on Eastern European countries. This hackathon will be online format and held closing ceremony in Bulgaria, and is open to developers from around the world.
With a large number of IT specialists and developers with worldwide potential in web2 and web3, countries such as Bulgaria, Romania, Poland, Ukraine and the rest country from Easter Europe are considered to be ideal locations for this type of event.
The goal of the hackathon is to unite this potential and promote Substrate technology, attract more developers to the Polkadot ecosystem, encourage building and participation across parachains, and create a strong community, particularly in Bulgaria. The event will be held online and will take place over eleven weeks, from 1 May to 15 July 2023. This period includes a pre-hackathon period of 14 days, a six-week hackathon period, and a 20-day judging period.
The proposed funding will be used to cover the operational costs of the event, as well as the prizes for the winners. By supporting this hackathon, we hope to foster innovation and collaboration within the Polkadot community and beyond.

There's a Polkadot events bounty that you could obtain for this. I don't believe Kusama is the best place to request treasury funding for organising events / conferences. Please reach out to Zoe (Global Polkadot Ambassador). You can see that she created an Events Bounty here last year and I believe there's still funds left. https://polkadot.polkassembly.io/post/1071 Therefore I'm voting Nay for this as I don't believe it's the right place when you can use existing funding that is well managed.
Hey @kryptoschain thanks for your vote. Yes, of course, we are aware of the bounty, and we had considered it, but after consulting with council members and due to some scheduling considerations, our team decided to focus on Kusama this time, based on the knowledge that it is an equally valid option as the bounty.
Furthermore, I would like to remark your comment that double spending would be something that has been spent twice for the same thing, and this is not the case.

Hey Team, I am a fan of hackathons when they are well organised and are set up with an ROI to the network. I am actually in favour of funding the undertaking. However, it seems like we have all these teams coming to the kusama treasury due to "timing issues". I think that teams should plan with the funding timelines in mind. The bounty is an extra layer of security for token holders so I think it is in our best interest to push events projects there. I have this opinion also on the DOTSafari proposal btw. I will abstain on this for now.

I would like to clarify that although our team makes the final decision, we have always consulted with w3f staff at every step of the way. Due to the high volume of work of the the bounty and the deadline for the final review time we have considered launching the proposal through Kusama. Although we regret that we may not be able to apply for the bounty this time due to time constraints, we plan to apply for it in the future as it is a great tool. We understand that some have expressed concerns about certain aspects of our proposal, and we want to assure everyone that we will take these criticisms into account for future proposals. We acknowledge that there may be more appropriate ways to approach the proposal, and we will strive to improve in the future. Despite the concerns raised, we firmly believe that our current proposal, although not presented in the most appropriate way, is still valid and will bring significant value to the ecosystem.
