Proposal: Kusama RPC-node Dwellir

Most clients that need to connect to the Kusama network are dependent on RPC nodes to interact with the network. Should the set of existing registered RPC nodes be unavailable, many users will not be able to access the Kusama chain.
This proposal is about funding further development of the RPC service and to cover the maintenance costs of it. The specific development is about deployment automation (JuJu Charm) and using multiple DNS registrars.

ngl, early on when I was ranting on about the need for decentralized infrastructure for Kusama and Polkadot, I was thinking of "a service that connects a decentralized network of incentivized nodes to a decentralized network of incentivized rpc endpoints which you can connect to in order to access the network" But honestly, looking at the growing number of treasury-supported rpc services to choose from, I'm starting to think these networks *are becoming* the service that incentivizes a decentralized network of nodes and rpc endpoints - and honestly, unexpected outcome, but I'm not disappointed! I guess I should stop being bothered by projects that are actually deploying centralized services because turns out that a bunch of them together is a decentralized network. Thanks for pushing forward making the process easier for other people - I'm hoping to see some small providers using your tools asking for tips in the future :D
