Polkashots.io snapshot website - add IPFS and cover maintenance costs

Polkashots.io has been providing filesystem snapshots of Kusama nodes for operators to quickly and reliably start or recover a validator node. The setup is cloud-hosted. It has had good uptime and is widely used. This proposal aims at covering the growing maintenance costs as well as adding an IPFS upload mechanism to make them available in a decentralized manner.

I don't have very precise metrics. Searching "polkashots" returns 19 results for me in the Kusama validator lounge on Riot, and 5 in the Polkadot validator lounge (not sure over which time frame). Polkashots is mentioned in youtube videos and medium articles.
Looking at my cloud invoice, I see about 5-7TB download monthly, but this is multiplexed with other websites I maintain. A kusama snapshot is 10GB. So it's in the order of hundreds of downloads per month.
As for the uptime, I don't currently measure it. I am guessing it has been good because people usually notify me in case of issues, it happened twice in 6 months if I remember correctly.
