Tip to Kirill from Parity for reimbursement of "question bounties" during talk - educational efforts

Kirill presented on Decentralized Web Meetup #5 by CyberAcademy about Web3's vision/movement/process, the place of Polkadot in the web3 movement, and gave a brief overview of the surrounding tech and ecosystem on Kusama and Polkadot.
For Kusama, he engaged in a game of "bounties" for answers and sent 4KSM in rewards.
