System Collators Bounty - Requesting funding for a 6 month pilot.

I am engaging you for feedback on a proposal to Establish a framework for System Collators
. In addition to presenting the framework, the proposal seeks 1,709.34 KSM
to fund a bounty to incentivise collators on the Statemine chain for the period of 6 months.
The document was already presented to current System Collators as well as Joe (W3F) and Zoltan (Encointer) to their satisfaction.
Summary:
A System Parachain (S.C.) is defined as any Parachain which attained its lease via governance. This proposal aims to establish a framework for Collators on System Parachains to minimise censorship, maintain liveliness and incentivise efficient performance.
It attempts to achieve this by suggesting parameters for the selection, incentivisation and the ideal number of Collators on System Parachains. It is also anticipated that this framework would form a standard that would aid future System Parachains as they are deployed.
As a medium term solution, 1,709.34 KSM is requested to fund a bounty to incentivise Collators on the Statemine network for six (6) months. This would be used as a pilot test and re-evaluated before further funding is provided.

Discussion Time frame
The floor is opened for feedback for the next 1 -2 weeks after which we would submit an on-chain request to fund the bounty and a later request to assign curators.
Note: KSM requested in sections 6.4 and 6.5 are time sensitive and would require recalculation before actual on chain submission.

I would like to see the proposal include a prospective administration curation team and for it to define the mechanics of the multisig (2/3, 1/3, 3/3). I understand that's a separate vote, but it would be good to include it in the proposal.
Thanks for the feedback Tom, I planned to get into those details during the second phase in which we propose a curator. I tend to think of bounties containing two distinct steps:

Regardless, I can answer your questions now:
The curator account would be a multi-sig requiring two (2) out of three (3) signatures using an anonymous proxy setup. This allows some degree of resilience against attrition with the fallback being another propose Curator call. The individuals must be capable of running a ts-node script and I have four volunteers from the moderator team. These individuals are namely, Frankwild, TimJansen, Maarapa and Husni. They have familiarity with the bounty system, have a some technical background and don't have any intention to be part of the programme.
