We're interested in building a educational portal for polkadot that would allow individuals to receive payments and soulbound NFTs as rewards for completing educational content. We're looking for feedback on our proposal and idea. While not mentioned in the proposal specifically, we intend to do email and sms/phone verification to prevent abuse.

Is this proposer legit? Looking at the explorer I found out he sends funds to this account, which holds 23M$+ worth of tokens: https://www.subscan.io/account/E7ncQKp4xayUoUdpraxBjT7NzLoayLJA4TuPcKKboBkJ5GH
How can we trust him and know he is not just "asking" ie. stealing funds? Can't he use a very small portion of those assets to fund operations? Who owns those assets?
