Council-Governed GIT-like Wiki

We have been discussing with some members of the community about a proposal to build a council-governed wiki that evolves similarly to a GIT-repository, to which community members can make "update proposals" everything on-chain and storing content on IPFS.
Thanks to @JAM @Julien, @Raul and @Thibaut for your help and support.
This post is done as a call for feedback before we make a formal proposal to request funds from the treasury.

Thanks for sharing this, Pepo. Some questions I have after discussing the proposal with you and reading this again:
I can answer the second question because we discussed it at length: Since required thresholds for votes are all described in the actual call, and not actually part of council logic, there's no real standard threshold. Similarly there's no way for council to directly signal or use identity, so we can't actually use council voting *directly*. The solution there, as mentioned in the draft, is to check membership of council at the current block, and allow councilors to create update proposals themselves/via the identity pallet as they would do with their own personal wiki which resolve/execute with a simple majority of that membership.
