[Proposal draft] Recommendation System for Subsocial

Subsocial is a parachain in the ecosystem - and my understanding is treasury should not fund particular developments for parachains if they are not common good chains (considered extensions of the relay chain). I would like to understand if this particular development can only be used on Subsocial usecase, or if the development will allow usage in other chains as well, and in which way.
The project is aimed at developing an extension particularly to Subsocial and, thus, I am not sure if it can be of any use to other parachains (unless they want to incorporate some design principles from the proposed solution)
