Should teams create polls before they submit a treasury proposal?

I think polls are a great way to replace the “grant editorial” process in a decentralized way (at least to a certain degree). Basically the step that someone or the community looks at the proposal before the council needs to look into it in detail and decides about it. It’s more or less just an additional filter. I would recommend making this kind of mandatory/good practice for new treasury proposals. See the poll feature here: https://kusama.polkassembly.io/post/121

This can easily be added to the proposal guidelines and recommendations once a more representative poll signal is in place.

I'm positive towards this idea because it's strictly less coordination work than the current informal song and dance of channels and DMs and polkassembly comments, but I would argue that it only really applies to proposals (and bounties) and we shouldn't ever *exclude* proposals because they "didn't follow the process and get a vote". Polls should be for the benefit of the submitter to reduce the risk of losing their bond.
