Improve Tipping
Dear all,
It has come to my attention that some council members are simply matching the tips of previous tippers without really doing their own due diligence on the work behind the tip requests.
While most tippers will hold off and wait for RTTI-5220 to make the first move, others will just tip 0 to a new untipped tip request. Since a lot of council members practice follow tipping (matching the previous tip), this obviously has an adverse effect on the outcome of a tip.
2 new incidence have just occurred yesterday:
Knowing how badly the first tip affects the overall reward for our work we have both chosen (independently, I don't know Ravi) to retract our tip requests and create new ones...
In an ideal world, each tipper would take time to independently verify the work and assign a tip that, which according to their assessment, best matches the work put in.
I understand that Council Members are busy and tipping is definitely not one of their priorities, so maybe it should not be forced upon them? Maybe we should start thinking about democratising the whole tipping process more? Maybe tippers that have not tipped a project yet should not see the previous tips as to have a more non-biased view? Perhaps tippers should also justify their amount choice with a short reason?
I would like to open a discussion on how to improve the tipping process and would really like to hear your thoughts on this!

This whole issue of Councillors being too "busy" to follow-through on their Governance duties was already raised last year, but a viable solution (i.e potential delegation of duties to Child-bounty curators or Council runner ups) is yet to be implemented.
It is also obvious that the Council has somehow been overwhelmed by the rise in popularity of Treasury tips submissions among the community, judging by the numerous reminders Raul has been sending on Kusama Governance Directions forum over the past 6 months. >_<
All in all, it seems that the centralisation of power within the hands of a few enthusiastic Council members coupled with the lack of engagement from a considerable number of councillors are becoming an all-round bottleneck in the current system.
Just like you, I would also welcome a little bit more consideration for the works that are being done by Community members at all time. There should be some basic appreciation for people's works, efforts, and commitment to raising awareness about the positives of this ecosystem; especially at a time when the stakes (i.e increasing users' participation to on-chain governance and operations) are higher than ever.
Tipping is the perfect and most straight-forward way to express gratitude and willingness to support new initiatives from ordinary people who are also trying hard to find a footing in this extremely complex ecosystem, with no string or benchmark attached. At the end of the day, a tip is not a Treasury proposal, and I sometimes think the standards are being mixed from one type to the other.
I'm curious to read what else people have to say on this matter, so thank you for igniting this discussion! :)

I just came across this Official "Good practice guide" for suggesting tips.
It could prove useful for reflecting/commenting on why a tip got rebuked.
I totally agree with you, the council should work on this.Here are my 2 cents
No one study the tip proposal, they just follow, if the tip has been proposed by someone you have to give 2 minutes or anything. Suggest some idea, keep them in your loop and most importantly encourage and motivate them to build this network.
If the tip will be proposed and @ratti does not give any tip, I will bet on this point that there will be one hundred percent chance that you will be rewarded zero by 19 councillors.
I know development is hard and building this and managing this is cumbersome but still you have to give respect to every contributor who contributes to this network, whether he is teaching or translating or giving support to new user. everyone wants to help this network to grow.
Fix the reward of every work,in a bracket, for example if someone is working on development put that in higher reward bracket, if he is teaching make them in the second bracket and if he is translating or doing other stuff put that in last bracket.
This is one of the best community that i ever have been in blockchain network and i want to thank everyone who helped this to to build.
